Educational Qualification

The candidate must have passed:

• Intermediate (12th) or equivalent examination
• From a Board/Council established by law in India or a recognized institution in Uttarakhand.
• The qualification must be with Science or Mathematics.

Preference

Where other conditions are equal, preference will be given to candidates who:

1.      Have served for at least 2 years in the Territorial Army, or

2.      Hold an NCC ‘B’ or ‘C’ Certificate.

The candidate should:

• Not have been born after 01 July 2008
• Not have been born before 02 July 1998

Age Relaxation

For ex-servicemen, the resulting age should not exceed the prescribed maximum age by more than 3 years, subject to the conditions in the notification.

Physical Standards

A. Height and Chest

The PDF also states that candidates with eyesight defects exceeding ±4.00 diopters in normal vision will not be appointed through direct recruitment.

Physical Efficiency Test

The physical efficiency test includes:

Only candidates who qualify in the running will be included in the Shot Put, Long Jump and High Jump tests.

Candidates must qualify in at least three of the four prescribed physical efficiency events.

If a candidate is found medically/physically unsuitable or fails to meet the prescribed physical standards, the candidate will be declared ineligible and removed from the recruitment process.

Successful candidates in the physical eligibility and physical efficiency test will be permitted to appear in the written competitive examination.

Selection Process / Recruitment Process

Selection is conducted in two stages:

Stage 1 — Physical Test

Minimum Qualifying Marks

• UR / EWS / OBC: 45%
• SC/ST: 35%

Candidates obtaining less than the applicable minimum marks will not be treated as qualified in the written competitive examination.

Negative Marking

• One-fourth of the marks prescribed for the question will be deducted for a wrong answer.
• If more than one option is marked for a question, it will be treated as wrong and negative marking will apply.
• If no answer is marked, no negative mark will be awarded.
• Use of whitener, correction fluid or similar methods on the OMR sheet is prohibited and may result in negative marking.
• Incorrect roll number or booklet series on the OMR sheet can result in the answer sheet not being evaluated and cancellation of candidature.

Merit / Tie-Breaking

The merit list will be prepared on the basis of marks obtained in the written competitive examination.

If two or more candidates obtain equal marks:

1.      Candidate with higher age will be placed first.

2.      If age is also equal, the candidates will be arranged according to the English alphabetical order of their names.

The final selected candidates' list will be published on the Commission website.

Application Eligibility / Uttarakhand Conditions

For direct recruitment to Group ‘C’ posts outside the Uttarakhand Public Service Commission's jurisdiction, the notification specifies conditions including:

• Candidate should have registration with an Employment Exchange/Sevayojan office located in Uttarakhand by the last date of application.
• Candidate should possess a Uttarakhand Permanent Residence / Domicile Certificate.
• The candidate should have obtained High School and Intermediate/equivalent education from recognized institutions located in Uttarakhand, subject to the exceptions stated in the notification.
• Certain personnel working in the armed/paramilitary forces, regular employees of Uttarakhand Government or government institutions, and eligible employees of Central Government/Central Government PSUs working regularly in Uttarakhand are covered by the special provisions mentioned in the advertisement.
• Permanent residents of Uttarakhand living outside the State for livelihood or studies are also addressed under the notification's eligibility provisions.

The notification also specifies provisions concerning employees whose services cannot be transferred outside Uttarakhand and their eligible family members.

Nationality

For direct recruitment, the candidate must be:

• A citizen of India; or
• A Tibetan refugee who came to India before 01 January 1962 with the intention of permanently settling in India; or
• A person of Indian origin who migrated to India from Pakistan, Myanmar, Sri Lanka or specified East African countries with the intention of permanently settling in India.

For categories other than Indian citizens, the notification requires the prescribed eligibility certificate from the State Government.

The notification also refers to obtaining the relevant certificate from the Deputy Inspector General of Police, Intelligence Branch, Uttarakhand, where applicable.

Character

For direct recruitment, the candidate's character must be such that the candidate is suitable for appointment to Government service.

If the candidate's conduct is found inappropriate during the selection process, appropriate action may be taken.

Marital Status

A male candidate having more than one living wife is not eligible for appointment.

A female candidate who has married a man who already has a living wife is also not eligible for appointment.

Physical Fitness

A candidate will not be appointed until the candidate is found:

• Mentally and physically fit, and
• Free from a physical defect likely to interfere with efficient discharge of duties.

Application
