Madhya Pradesh Employees Selection Board, Bhopal has issued the recruitment rulebook for direct recruitment to the posts of Subedar (Ministerial)-Stenographer and Assistant Sub-Inspector (Ministerial) under Madhya Pradesh Police Headquarters, Home (Police) Department. The recruitment is based on G.O.P. 150/2022 and Police Headquarters letter No. 40-A dated 30 July 2026. Online applications will be accepted from 24 September 2026 to 8 October 2026, with correction facility up to 13 October 2026. The first-stage online written examination will start from 3 November 2026. The recruitment includes a written examination, document verification and practical examination.Candidates should carefully review the official notification before applying

Educational Qualification


A. Subedar (Ministerial)-Stenographer

The candidate must have:

1.      Passed Higher Secondary Examination under the old system or 10+2 Higher Secondary School Certificate Examination.

2.      Passed Hindi shorthand at 100 words per minute from a Madhya Pradesh recognized Board/Council/Polytechnic/ITI or equivalent recognized institution.

3.      Passed CPCT (Computer Proficiency Certification Test) conducted by the Department of Science & Technology, with Hindi typing.

4.      In addition, any one of the following computer qualifications is specified:

o    DOEACC diploma-level examination, or

o    One-year COPA (Computer Operator and Programming Assistant) certificate course from a government-recognized ITI, or

o    Modern Office Management course examination from a recognized Polytechnic/Institution/College/University/ITI, or

o    Computer Diploma from an institution/university recognized by UGC, including open universities.


B. Assistant Sub-Inspector (Ministerial)

The candidate must have:

1.      Passed Higher Secondary Certificate Examination under the 10+2 system (12th) from a recognized Board/Institution.

2.      Passed CPCT with Hindi typing.

3.      Any one of the following:

o    Engineering Degree / MCA / BCA / M.Sc. in Computer Science/Information Technology, or

o    AICTE-approved Polytechnic Diploma, or

o    DOEACC diploma-level examination, or

o    One-year COPA certificate course from government-recognized ITI, or

o    Modern Office Management course examination from recognized Polytechnic/Institution/College/University/ITI, or

o    Computer Diploma from UGC-recognized institution/university/open university.

Qualification must be completed within the prescribed eligibility period; qualifications obtained after the prescribed date are not considered.

The starred relaxations are available only to Madhya Pradesh domicile candidates.

Other Age Relaxations

  • Vikram Award: Maximum 5 years.
  • Certain recognized inter-caste-marriage beneficiaries: maximum 5 years.
  • Only the highest applicable promotional age-relaxation benefit is granted where multiple such grounds exist.
  • Promotional age relaxation is in addition to general relaxation.
  • Ex-servicemen can deduct their defence-service period from their current age, subject to the prescribed condition that the resulting age does not exceed the upper eligibility limit by more than 3 years.
  • Certain government employees receive age-relaxation provisions according to the rules.
  • Local-body contractual employees such as contractual teachers/assistant teachers do not receive the government-employee age relaxation specified in the rules.
  • No age relaxation is provided in any other case beyond the stated provisions.

Selection Process / Recruitment Process

The recruitment has two stages:


Stage 1 — Online Written Examination

  • Hindi-language MCQ examination
  • 100 questions
  • Maximum 100 marks
  • Duration: 2 hours
  • Correct answer: +1 mark
  • No negative marking for wrong/unattempted questions.

Stage 2

  • Document verification
  • Practical examination

The second stage is conducted by the Police Department/selection committee.

Shortlisting for Stage 2

Candidates are shortlisted according to the first-stage cut-off percentile. Seven times the advertised vacancies in each vertical category are to be called for the practical examination.

Candidates obtaining the exact cut-off percentile are also called, even if the number exceeds seven times the vacancies.

Final Selection

Final selection is based on marks obtained in the written examination + practical examination, subject to successful document verification and fulfillment of all eligibility conditions.

If two candidates obtain the same percentile, the candidate with the higher age gets higher inter-se seniority.

Medical Standards

Medical examination is conducted by the District Medical Board.

The PDF specifies examination of:

  • Height
  • Eyesight
  • Color differentiation
  • Knock-knee
  • Flat foot
  • Physical disability

For eyesight, the candidate should have no eye disease/disorder. Without glasses, visual acuity should not be below 6/9 in one eye and 6/12 in the other eye as specified in the rulebook.

Medical examination can proceed through district, divisional and state-level medical boards under the stated procedure.


Written Examination Schedule

First Shift

  • Reporting: 8:00 AM to 9:00 AM
  • Important instructions: 9:50 AM to 10:00 AM
  • Examination: 10:00 AM to 12:00 PM
  • Duration: 2 hours

Second Shift

  • Reporting: 1:00 PM to 2:00 PM
  • Important instructions: 2:50 PM to 3:00 PM
  • Examination: 3:00 PM to 5:00 PM
  • Duration: 2 hours.

During the first three years, the minimum pay is payable as stipend according to the following schedule:

  • First year: 70%
  • Second year: 80%
  • Third year: 90%

Other allowances and benefits approved by the Government from time to time are also payable. The defined contribution pension system applies to employees appointed on or after 01 January 2005 as specified in the rulebook.


Practical Examination


For Subedar (Ministerial)-Stenographer

  • Total duration: 1 hour
  • Maximum marks: 100
  • Minimum qualifying marks: 30
  • Hindi shorthand dictation at 100 words/minute
  • Two dictations
  • Each dictation: 5 minutes
  • Draft reading/correction time after each dictation: 5 minutes
  • Typing/transcription: 20 minutes for each dictation
  • Shorthand evaluation: 10 marks each
  • Transcription/typing evaluation: 40 marks each

Only the material typed on the computer is evaluated; handwritten corrections are not accepted.


For Assistant Sub-Inspector (Ministerial)

  • Total duration: 1 hour
  • Maximum marks: 100
  • Minimum qualifying marks: 30
  • Two Hindi typing passages
  • Each passage: 600 words
  • Each passage must be typed within 30 minutes
  • Maximum marks: 50 marks per passage

Only typed material is evaluated.

How to Apply — Step-by-Step

1.      Visit the MPESB official website: www.esb.mp.gov.in.

2.      Read the complete recruitment rulebook and confirm eligibility.

3.      Apply through the prescribed online application system.

4.      Enter personal, educational, domicile/category and other required information.

5.      Enter the required permanent identification mark and photo-ID details.

6.      Enter Aadhaar number/Aadhaar VID as required in the application.

7.      Upload:

o    Colour photograph

o    Signature

o    Handwriting sample

o    Date-of-birth proof

o    Required category/EWS certificates

o    Other applicable certificates.

8.      Select applicable post/cadre preferences.

9.      Select four preferred examination cities.

10. Pay the prescribed examination fee and portal charges.

11. Check all entered information carefully.

12. Submit the online application.

13. Save/print the application form and payment receipt.

14. Keep the application number safely for downloading the admit card.

15. If required, make corrections during the correction period up to 13 October 2026.

Applications may also be submitted through an authorized MP Online kiosk. The kiosk operator scans/uploads the required photograph, signature and handwriting and provides the computerized application/receipt after payment.

During Online Application

The following documents are required to be scanned/uploaded as applicable:

1.      Colour photograph.

2.      Signature.

3.      Handwriting sample.

4.      Class 8th/10th/12th marksheet for date-of-birth proof.

5.      SC/ST/OBC caste certificate, where applicable.

6.      EWS certificate, where applicable.

7.      Certificates supporting bonus/preference, such as NCC certificate and other applicable certificates.

8.      Other applicable certificates mentioned in the application.

9.      Required information relating to domicile and eligibility.


Handwriting Declaration

The applicant is required to upload the prescribed handwritten declaration stating that the information supplied in the application is true and that candidature may be cancelled if the information is found false or does not satisfy eligibility requirements.


Documents Required at Document Verification

Original documents and their copies are required, including:

  • Birth certificate or High School/Intermediate (10+2) marksheet showing date of birth.
  • Educational qualification certificates.
  • SC/ST/OBC (Non-Creamy Layer)/EWS certificates in prescribed format, including MP domicile where applicable.
  • Ex-serviceman service certificate, including MP domicile where applicable.
  • Certificate of current employment for already employed candidates.
  • Inter-caste-marriage-related certificate where age relaxation is claimed.
  • Vikram Award certificate where age relaxation is claimed.
  • Child birth certificate for married candidates.
  • No Objection Certificate from employer for already employed candidates.
  • Certificate for transgender candidates issued in the prescribed format by the District Magistrate.
  • Self-attested photocopies along with original documents.

Candidates claiming travel allowance and belonging to SC/ST/OBC categories should bring a photocopy of the first page of their bank passbook.


Examination Hall Requirements

Candidates must bring:

  • Downloaded admit card.
  • Original photo-ID.

Acceptable photo-ID documents include:

  • Voter ID
  • PAN Card
  • Aadhaar Card
  • Driving Licence
  • Passport
  • Other specifically permitted photo identity document as prescribed.

The PDF states that an original photo-ID is mandatory.

A ball-point pen must also be carried.

Aadhaar-based multi-level biometric verification is mandatory during entry and examination.


Important Instructions / Terms & Conditions

Examination Rules

  • Aadhaar registration is mandatory.
  • Candidates must report before the prescribed reporting time.
  • Late candidates will not be permitted.
  • Mobile phones, calculators, log tables, sunglasses and cheating material are prohibited.
  • Electronic devices including Bluetooth devices, programmable calculators, watches/alarms, listening devices, paging devices, recording devices, compasses, scales and whitener are prohibited.
  • Candidates cannot leave the examination room after the examination starts until the examination ends.
  • The admit card must be downloaded from the ESB website.
  • Application number must be preserved carefully.
