Educational Qualification

A candidate must possess any one of the following:

Option 1:
Graduate with 55% marks along with:

• PGDCA, or
• PDCA, or
• PGDIT, or
• APGDCA.

OR

Option 2: Any of the following with 55% marks:

• BCA
• B.Sc. (Computer Science/IT)
• MCA
• M.Sc. (Computer Science/IT)
• B.Tech in any stream
• M.Tech in any stream

OR

Option 3:

Three Years Diploma in Computer Application/IT from SBTE/University, or ‘A’/‘B’/‘C’ Level course from DOE/NIELIT, with 55% marks.

Distance / Part-Time Qualification

Candidates possessing MCA /M.Tech through Distance Education or Part-Time basis must ensure that the degree/course is approved/permitted by the All India Council for Technical Education (AICTE).

Equivalent Qualification

A candidate claiming eligibility through an equivalent qualification must produce an equivalency certificate from the competent authority of the university, etc. at the time of test.

The decision of HARTRON officials regarding the equivalency certificate will be binding.

Age Relaxation

The PDF does state that where an ex-serviceman or family member has already secured employment under specified conditions, reservation benefits are governed by Haryana Government instructions. In certain circumstances, an ex-serviceman's age-relaxation benefit for securing another employment in a higher pay scale/post continues.

Selection / Recruitment Process

The general rolling-panel recruitment process described in the PDF consists of:

Stage 1 – Online Application

Eligible candidates submit the application according to the notified requirement.

Stage 2 – First Test: Domain Knowledge Test

It is a computer-based MCQ test.

Questions will relate to:

• Various computer topics; and
• Specific domain for which the candidate applied.

Validity of First Test

After qualifying the first test, its validity is 1 year from the date of notifying the posts/advertisement.

Stage 3 – Document Scrutiny

Documents of candidates who clear the first test are scrutinized for eligibility.

Stage 4 – Training

Candidates who qualify the first test and are found eligible after document scrutiny undergo training for the respective job role before appearing in the second test.

Training centres: Ambala and Gurugram offices.

Minimum attendance: 75% compulsory.

Stage 5 – Second Test

The second test is a Practical/Project Test.

Candidates who complete training with at least 75% attendance are eligible.

Candidates in Programmer, Junior Software Developer, System Analyst, Software Developer and Sr. System Analyst categories have to take the second test using MVC (Model-View-Controller).

Stage 6 – Merit

Merit is prepared by giving equal weightage to:

• First Domain Knowledge Test; and
• Second Practical Test/Interaction Test.

Stage 7 – Panel

Panel preparation/deployment is based on:

• Requirement
• Merit
• Reservation roster.

Training Rules

Training may be conducted:

• Saturdays and Sundays; or
• Regularly from Monday to Friday.

Candidates may indicate a schedule according to convenience, but the final schedule will be decided by HARTRON based on the number of candidates and availability of trainers.

Training should normally be attended immediately after clearing the first test.

It may be deferred for genuine reasons for a maximum of 3 months.

Training for a particular category will be planned only where at least 5 candidates are available.

The number of batches, duration of each batch and number of trainers will be communicated before training begins.

HARTRON may discontinue the training process whenever deemed suitable by the competent authority.

Security Deposit / Training Amount

Eligible candidates clearing the first test have to deposit:

₹1,500/- as security deposit.

The amount is refundable subject to conditions including:

• Minimum 75% training attendance.
• Successful clearance of the second test.
• Candidate must not damage HARTRON hardware/property.

A maximum of 2 attempts is allowed for clearing the second test.

If the candidate fails to clear it within two attempts, the security deposit will be forfeited.

Candidates applying for similar categories/posts may undergo single training for the highest post after submitting ₹1,500 refundable amount.

A candidate may undergo training a maximum of two times and receive a maximum of two attempts for the second test against a single advertisement.

Pay Scale / Salary

Junior Programmer Remuneration: ₹24,100/-

The PDF describes this amount as Remuneration, not a regular government pay scale.

Family members of Haryana ESM claiming reservation must possess a valid eligibility certificate on the last date of online application and produce it at the time of test.

Reservation Rules

Reservation applies according to the Haryana State Reservation Policy.

The PDF refers to Haryana Government instructions contained in letter No. 22/10/2013-1GS-III dated 15.07.2014, along with subsequent instructions up to the advertisement date.

Reservation benefits for SC/BCA/BCB/EWS/PwD and ESM are available only to eligible bona fide residents of Haryana applying against reserved-category positions with required supporting documents.

If documentary evidence is absent or the claimed category does not match, candidature may be considered under General/Parent category, subject to fulfilling its eligibility requirements.

An EWS certificate must comply with Haryana Government conditions and be applicable to Haryana Government jobs. An EWS certificate issued for Central Government jobs will not be considered, irrespective of the income stated.

If a reserved-category post is not advertised, a reserved-category candidate can apply for a General-category post and will be shortlisted in General category based on merit.

Ex-Servicemen Conditions

Reservation benefits for Ex-Servicemen and family members are governed by Haryana Government Instructions No. 12/15/2019-4GS-II dated 09.03.2022 and 13.04.2022, as amended up to the advertisement date.

The PDF lays down detailed rules covering:

• ESM already employed with reservation benefit.
• ESM employed without using reservation.
• Reservation benefit to son/daughter/spouse in eligible cases.

4.      Family member of other eligible ex-servicemen.

Freedom Fighter Reservation

Benefit to children/grandchildren of Freedom Fighters will be governed by Government Instructions:

Eligible candidates must possess the certificate issued by the competent authority.

PwD / Compensatory Time

For Persons with Benchmark Disabilities eligible for a scribe:

• DEO: 5 minutes compensatory time may be provided.
• Other positions: 20 minutes per hour may be provided.

Candidates availing compensatory time will be considered to have availed relaxation and must produce supporting eligibility documents when requested.

Failure to produce documents may result in cancellation of candidature.

Panel Validity

For the Junior Programmer notification, the panel will remain valid for:

2 years from the date of publication of the result on HARTRON's website.

HARTRON reserves the right to extend the validity, if required, for a maximum period of 5 years.

Clearing the test and being placed on the panel does not guarantee placement.

Candidates will be recommended only after HARTRON receives a confirmed requirement from the indenting organization.

Re-Application / Panel Restrictions

A candidate who has been taken on the panel for any post cannot apply again for at least 6 months.

If such candidate applies/appears during this period, he/she will not be taken on the panel/deployed again.

If a candidate applies against the same post within 1 year from the first test, after the allowed attempts, the candidate may take training again after submitting the security deposit and need not appear in the first test again, subject to the stated conditions.
