Educational Qualification

Qualification:

Two years Draftsman Training Course Certificate/Diploma from any Government recognized Institute.

Works Supervisor

Applicable to Item Nos. 95 and 96.

Qualification:

  • Matriculation Examination Pass or its equivalent from any recognized institute/university; and
  • ITI Certificate in:
    • Building Construction, or
    • Carpentry Trade.

The ITI Certificate must be issued/awarded either by:

  • Jammu and Kashmir Board of Technical Education (JKBOTE), or
  • Director General Trainings, Government of India.

Qualification Cut-off Rule

Candidates shortlisted for Document Verification must produce original certificates proving that they acquired the prescribed educational qualification on or before the cut-off date for submission of online applications.

Candidates possessing an equivalent qualification, where applicable/required, must produce the relevant Equivalence Certificate or obtain equivalence from the concerned competent authority when required by JKSSB.

A qualification other than the prescribed qualification will make the candidate ineligible, and candidature may be summarily rejected at any stage.

Ex-Servicemen

Every Ex-Serviceman who has served in the Armed Forces is allowed to deduct the period of such service from his actual age.

If the resultant age does not exceed the maximum age prescribed for the post by more than 3 years, the candidate will be deemed to satisfy the age requirement.

The candidate should not have been born after 01.01.2008.


Selection Process / Recruitment Process

The selection criteria for all four advertised items is:

Selection shall be made on the basis of merit obtained in the Written/OMR Examination only.

Examination Scheme

  • Examination Type: Objective Type

  • Negative Marking: One-fourth (1/4) of the marks assigned to the question for every wrong answer

Recruitment Stages

Based on the process described in the notification:

Online Application → Written/OMR Examination → Shortlisting → Document Verification → Final Selection based on merit/eligibility

Where multiple applicable items are involved, final allotment against advertised posts/services/cadre will be made on the basis of merit-cum-preferences.

The Board's decision concerning eligibility, acceptance/rejection of applications, selection method, examination, centres, malpractice, results and merit list will be final and binding.

Pay Scale: ₹25,500 – ₹81,100

Works Supervisor

Pay Level: SL-2
Pay Scale: ₹15,900 – ₹50,400

Applicable to both Jammu and Kashmir Divisions.


How to Apply – Step-by-Step

Based strictly on the application instructions contained in the notification:

1.      Visit the official JKSSB website.

2.      Read the Advertisement Notification and eligibility requirements carefully.

3.      Access the online application portal when made available.

4.      Fill in all required particulars carefully.

5.      Enter name, date of birth, father's name and mother's name exactly as recorded in the Matriculation Certificate.

6.      Select the relevant item/post/cadre/preferences carefully.

7.      Upload the required live photograph, signature and certificates.

8.      Upload the valid category certificate if claiming reservation.

9.      Review the entire application carefully before final submission.

10. Pay the prescribed application fee through Net Banking/Credit Card/Debit Card.

11. Submit the online application.

12. After successful submission and generation of the application number, take a printout of the application form.

13. Preserve the printout for submission during Document Verification.

No other means/mode of application will be accepted.

Candidates should not send hard copies of their online application to JKSSB either personally, by post or by email, except for the separate procedure prescribed for in-service candidates.

Candidates who obtained degrees from valid and recognized universities/colleges/institutes outside UT of J&K and other than Central Universities must produce the prescribed Bonafide Certificate issued by the Controller/Registrar of the concerned University.

Ex-Servicemen must produce Certificate in Form XIV, duly signed by the competent authority under Rule 18 of Jammu and Kashmir Reservation Rules, 2005.


 Documents Required at Examination Centre

Candidates must carry:

  • Printout of Admit Card/Roll Number Card/Slip
  • At least two recent passport-size colour photographs
    • Not older than 6 months
    • Date should be mentioned
  • Original valid Photo ID, such as:
    • Aadhaar Card / printout of E-Aadhaar
    • Voter ID Card

    • School/College/University ID Card
    • Employer ID Card – Government/PSU/Private, etc.

Failure to carry the required identification/documents may prevent the candidate from appearing in the examination.

 

Reservation Rules

Reservation will apply according to the category-wise breakup conveyed by the Indenting Department and/or provisions of the Jammu & Kashmir Reservation Act/Rules, as amended from time to time.

Candidates claiming reservation must:

  • Possess a valid category certificate as on the cut-off date.
  • Upload the certificate while submitting the online application.
  • Use the prescribed certificate format.
  • Produce valid certificates during Document Verification.

No further opportunity to upload the required document will be provided after application submission.

False, fake, fraudulent or forged reservation certificates may result in debarment from JKSSB examinations and penal action.

 Horizontal Reservation

Horizontal reservation is applicable, wherever provided under the rules, for:

  • Ex-Servicemen (ESM)
  • Persons with Benchmark Disabilities (PwBD)

Horizontal reservation for ESM applies as per extant rules for posts carrying pay up to Level-6E (₹35,900–₹1,13,500).

Under S.O. 361 of 2021 dated 20.10.2021, an Ex-Serviceman who joins a post after availing horizontal reservation cannot claim ESM horizontal reservation for subsequent employment.

An ESM applicant must submit an affidavit duly sworn before a 1st Class Judicial Magistrate at document scrutiny.

If sufficient ESM candidates are unavailable under the general standard, relaxed standards may be applied to fill the reserved quota, provided the level of performance is not adversely affected.


PwBD – Scribe & Compensatory Time

Eligible Persons with Benchmark Disabilities possessing a valid disability certificate may avail:

  • Scribe facility, and/or
  • 20 minutes compensatory time per hour of examination

This requires the relevant medical certificate under Annexure-B and undertaking under Annexure-C.

Scribe Conditions

  • Candidate must arrange his/her own scribe.
  • Scribe cannot be a candidate in the same examination.
  • Scribe cannot be a student of the same institution/centre where the test is being conducted.
  • Scribe cannot be a relative of the candidate.
  • Scribe must be of a lower educational grade than the candidate.
  • Scribe cannot possess qualification exceeding the minimum qualification required for the post.
  • Scribe must produce original valid ID proof.
  • No attendant other than the eligible candidate's scribe is permitted inside the examination hall.
  • A candidate detected assisting another PwBD candidate as scribe will lead to cancellation of candidature of both candidates.

Documents for Scribe/Compensatory Time

As applicable:

  • Application on plain paper
  • Self-attested Person with Disability Certificate
  • Certificate regarding physical limitation to write – Annexure-B
  • Letter of Undertaking for Using Own Scribe – Annexure-C
  • Admit Card/Roll Number and contact number
  • Self-attested qualification certificate of scribe
  • Photocopy of scribe's Photo ID signed by candidate and scribe

Such candidates are advised to reach the examination centre at least one hour in advance.

 

Document Verification Rules

Document Verification is described as an important stage of the selection process.

  • Shortlisted candidates must appear personally.
  • Original documents and self-attested photocopies must be produced.
  • Required qualifications/documents must be legally valid on or before the cut-off date.
  • Failure to appear before the Document Verification Committee or failure to produce relevant original documents on the scheduled date will result in the candidate not being considered for selection.
  • No TA/DA will be paid for the written examination or Document Verification.
  • Reserved category/age relaxation claims require valid prescribed certificates.
  • If the required reserved-category documents are not produced, the reservation claim will not be entertained and candidature will be considered under Open Merit, as stated in the notification.
  • Specific certificates must be submitted in their prescribed formats.

In-Service Candidates

In-service candidates must:

1.      Submit the online application.

2.      Indicate their in-service status in the online form.

3.      Take a printout of the completed online application.

4.      Submit it with the duly filled, signed and stamped certificate given at the last paragraph of the application form.

5.      Submit it through the proper channel – concerned Head of Department/Designated Authority.

6.      The concerned Head of Department must forward the application to the Office of the Secretary, Services Selection Board by or before the last date of Document Verification.


Important Instructions / Terms & Conditions

Candidates should carefully note the following:

  • Appointment and service conditions will be governed by extant rules/regulations of the Government of UT of J&K.
  • Candidature is initially provisional.
  • JKSSB will not undertake detailed eligibility scrutiny at the written examination stage.
  • If a candidate is subsequently found ineligible, he/she will not be permitted to continue in subsequent recruitment stages.
  • False/unsubstantiated claims can lead to cancellation of candidature and possible criminal/legal action.
  • Name, DOB, father's name and mother's name must exactly match the Matriculation Certificate.
  • Requests for correction/change in the application after submission will not be entertained.
  • Candidates should apply well before the closing date rather than wait until the last day.
  • Once application number is generated, changes to entries/fields will not be entertained.
  • Only one online application for the same Item Number is allowed.
  • If more than one application is detected for the same Item Number, JKSSB will consider the latest application.
  • If a candidate submits multiple applications and appears more than once for the same Item Number, candidature will be cancelled and the candidate may be debarred as per rules.
  • Requests for modification/change in preferences relating to cadre/department, once submitted, will not be entertained.
  • Blurred/illegible photograph/signature will result in rejection.
  • Submission of the application means agreement to security/scrutiny procedures including physical frisking, Door Frame Metal Detectors, scanning, biometric capture, facial recognition screening and Aadhaar authentication, etc.
  • Fake/fabricated applications/registrations involving misuse of dignitaries' names/photos may attract legal action under Cyber/IT Act/relevant rules.
  • Candidates will be considered only for the item(s) for which they have applied and are eligible.
  • Final allotment against posts/services/cadre will be based on merit-cum-preferences.
