Educational Qualification

The applicant must have any one of the following:

1.      Class 12th (Intermediate/Secondary) passed from a government-recognized institution; OR

2.      2-year ITI (10+2) passed; OR

3.      3-year Diploma (10+3) passed.

A self-attested copy of the certificate/marksheet must be attached.

Computer Qualification

• Basic computer knowledge is required.
• A valid computer-related certificate must be submitted.
• Minimum MS Office qualification is mentioned.
• Degree/Diploma related to computer is also accepted as stated in the notice.

Aadhaar Certification

As per the latest UIDAI guidelines:

• A valid Aadhaar Supervisor/Operator certificate from NSEIT is mandatory.
• Candidates holding an Aadhaar Supervisor/Operator examination certificate from the specified Enrollment Agency Code-2084, 4082 are eligible to apply for the concerned Janpad Panchayat area.

Age Limit

• Minimum Age: 18 years
• Age Calculation Date: 01 July 2026
• The applicant must have completed at least 18 years of age as on 01.07.2026.

For age proof, a self-attested copy of the educational marksheet or birth certificate must be attached.

Other Eligibility Conditions

The applicant must:

• Have basic computer knowledge.
• Possess a valid NSEIT Aadhaar Supervisor/Operator certificate.
• Have a clean character/image for operating the Aadhaar Centre.
• Submit a character certificate from the concerned police station showing that no criminal record is registered, or submit a self-declaration/affidavit.
• If an affidavit is submitted, a police-issued character certificate must be provided before receiving work permission.
• Not have been separated from service/work by a government office or any other government institution due to violation/disobedience of government instructions.
• Be a resident of Bilaspur district.
• Attach a permanent residence certificate issued by the competent authority.

Selection Process / Recruitment Process

Selection is based on the prescribed eligibility and experience-based merit.

Experience Marks

• 2 marks for each year of experience
• Maximum 20 marks

For Aadhaar Centre Operators working in rural areas:

• Experience certificate must be obtained from the head of the concerned office.
• Private office experience is not considered valid.
• Experience is calculated according to calendar years.
• Experience of minimum 6 months = 1 mark.
• Experience of less than 6 months is not considered.
• The notice gives examples for calculation, including treating 1 year 5 months as 1 year and 1 year 11 months as 1 year 6 months for calculation purposes.

If the operator's Aadhaar Operator ID was suspended during the period of experience, that suspended period must be excluded and the experience certificate must be submitted accordingly.

Priority in Selection

• After fulfilling eligibility and selection criteria, the Aadhaar Operator having the highest experience will be given priority.
• Applications containing unclear, incomplete or misleading information may be rejected.
• Incorrect information may also lead to action according to applicable rules.
• For rural-area applications, after scrutiny, a Janpad Panchayat-level merit list will be prepared.
• Existing operators will receive priority for the same workplace according to their preference.
• Vacant positions will subsequently be filled through counselling according to merit and workplace preference.

Pay Scale / Salary Details

The notice states that the selected Aadhaar Centre Operator will not receive any salary from the office.

Instead, service charges are to be collected from citizens according to the applicable CHIPS instructions, specifically referring to Letter No. 193/CEO/CHIPS/Aadhaar/2025, dated 07.05.2025, Point No. 6.

The application is an offline application.

Step 1

Obtain/use the prescribed Aadhaar Operator Work Application Form provided in the notice.

Step 2

Mention the applied development block/Janpad Panchayat.

Step 3

Give preference for the office/workplace in the following order:

1 → 2 → 3 → 4

The applicant can indicate workplace preferences in the form.

Enter the applicant's:

Step 5

Provide details concerning:

• Whether the Aadhaar registration work/operator ID was suspended.
• If suspended, the reason for suspension.
• Whether any penalty was imposed by UIDAI.
• Penalty amount and payment details, if applicable.
• DD number / net banking / other payment method details.
• Transaction number.
• Date.
• Amount.
• Bank name.
• Character certificate availability.

Step 6

Fill in educational qualification details.

The form provides fields for:

• 10th
• 12th
• 2-year ITI (10+2), if applicable
• 3-year Diploma/Degree (10+3), if applicable
• Computer-related qualification (Diploma/Degree)

For each qualification, the form asks for:

• Board/University
• Year
• Percentage (%)

Step 7

Mention the details according to the prescribed experience criteria.

Step 8

Attach self-attested copies of all mandatory documents.

Step 9

Place all documents in a closed envelope.

Step 10

The envelope must be clearly marked:

Incomplete applications or applications without required documents will not be considered.

The application is to be submitted at the Collector, District e-Governance Society, Bilaspur office during office hours.

Documents Required

The PDF requires/supports the following documents:

Security Deposit

The selected Aadhaar Centre Operator must deposit:

Penalty / UIDAI Payment Condition

For Aadhaar operators in the district against whom a penalty amount specified by UIDAI has been paid by the Enrollment Agency to:

If the required penalty amount has not been paid, the application will be rejected.

If, after selection, it is found that a penalty was pending against the operator, the selected operator must pay the penalty amount and submit the receipt.

Service Conditions After Selection

The selected operator:

1.      Will not receive salary from the office.

2.      Will collect applicable service charges from citizens according to the prescribed instructions.

3.      Must deposit a ₹1.50 lakh security deposit by DD.

4.      Must sign an agreement with the District e-Governance Society, Bilaspur.

5.      Must safely maintain the equipment supplied by the CHIPS office, Raipur.

6.      Must get necessary repairs done when required.

7.      After completion/termination of Aadhaar work/service, must return all listed equipment to the office in working condition.

8.      If equipment is damaged/lost, recovery may be made from the security deposit.

The recovery may be based on:

• Cost price,
• Purchase price, or
• Market rate,

whichever is higher, and an additional amount may be recovered as revenue.

Penalty or AEK-related losses may also be recovered from the security deposit as specified in the notice.

Important Instructions / Terms & Conditions

• The number of Aadhaar kits may be increased or decreased according to requirement.
• The decision regarding allocation of the Aadhaar kit/work area will be taken by the Collector and Chairman, District e-Governance Society, Bilaspur.
• The applicant must be a resident of Bilaspur district.
• The applicant must provide the required permanent residence certificate.
• A clean character is mandatory.
• Applicants with criminal records are not eligible as specified.
• If an affidavit is submitted instead of the police character certificate, the police-issued character certificate must subsequently be submitted before work permission.
• A person removed/separated from government service due to violation of government instructions is not eligible.
• The District e-Governance Society may change the Aadhaar Centre location to another government workplace after selection.
• All rules, instructions and terms issued by CHIPS, the District Office and the government must be strictly followed.
• Non-compliance or a valid complaint, after investigation, may result in cancellation of work permission/service.
• The selected operator may terminate Aadhaar Centre operation by giving one month's prior notice and returning the equipment.
• The Collector and Chairman, District e-Governance Society, Bilaspur will have the final decision in case of disputes.
