Educational Qualification

A candidate must possess any one of the following:

1.      Degree in Engineering from a recognized Indian university/institution established under relevant law; or

2.      Passed Sections A and B of the Institution Examinations of the Institution of Engineers (India); or

3.      Engineering degree/diploma from a foreign university/college/institution recognized by the Government; or

4.      Passed Graduate Membership Examination of the Institution of Electronics and Telecommunication Engineers (India); or

5.      Passed Associate Membership Examination Parts II and III/Sections A and B of the Aeronautical Society of India; or

6.      Passed Graduate Membership Examination of the Institution of Electronics and Radio Engineers, London, held after November 1959.

Special Qualification

For Indian Naval Armament Service (Electronics Engineering Posts):

• M.Sc. or equivalent with Wireless Communication Electronics, Radio Physics or Radio Engineering as a special subject.

For Indian Radio Regulatory Service Group ‘A’:

• M.Sc. or equivalent with Wireless Communication Electronics, Radio Physics or Radio Engineering as a subject; or
• Master's Degree in Science with Physics and Radio Communication, Electronics or Telecommunication as a special subject.

Important qualification restriction

Degrees/certificates from IETE and Aeronautical Society of India obtained through admission after 31.05.2013 will not be admissible.

Eligibility of candidates who obtained Institution of Engineers (India) degree/certificate through admission after 31.05.2013 is subject to the Government's decision pursuant to the relevant Delhi High Court judgment.

Candidates awaiting results of the qualifying examination may apply provisionally, subject to the conditions specified in the notification.

Medical & Physical Standards

Candidates finally recommended through ESE 2027 must undergo a medical examination as decided by the Department of Telecommunications.

The Medical Board's findings will be treated as final and binding for allotment purposes. Candidates must also satisfy the prescribed physical standards.

For PwBD candidates, the notification provides service-wise functional classification and physical requirements in Annexure-I. PwBD candidates must generally have disability of 40% or more for consideration against reserved vacancies and must meet the requirements of the concerned service/post.

Selection Process / Recruitment Process

The selection consists of three stages:

Stage-I – Engineering Services Preliminary Examination

• Objective type
• Total: 500 marks
• Paper-I: General Studies & Engineering Aptitude – 200 marks
• Paper-II: Engineering Discipline – 300 marks

Stage-II – Engineering Services Main Examination

• Conventional/descriptive type
• Two papers
• Total: 600 marks
• Each paper: 300 marks
• Duration: 3 hours each

Stage-III – Personality Test/Interview

• Total: 200 marks

Final total: 500 + 600 + 200 = 1300 marks.

Marks obtained in all three stages determine the final ranking. Service allocation is made according to merit, preferences and vacancies, subject to medical fitness.

Shortlisting

• About 6–7 times the number of vacancies may be admitted to Stage-II.
• About 2 times the number of vacancies may be called for Personality Test/Interview.
• Minimum qualifying marks may be fixed by UPSC.

Negative Marking

For objective papers:

• Wrong answer: 1/3 of marks assigned to that question deducted
• More than one answer marked: treated as wrong and same penalty applies
• Blank question: No penalty

Centre allotment is generally on a first-apply-first-allot basis subject to capacity. Once a centre reaches its ceiling, it may be frozen. No request for change of centre will ordinarily be entertained.

How to Apply – Step by Step

1.      Visit the UPSC online application portal: upsconline.nic.in

2.      Create an account.

3.      Generate the Universal Registration Number (URN).

4.      Complete the Common Application Form (CAF).

5.      Complete the examination-specific form.

6.      Select the appropriate engineering discipline:

o    Civil

o    Mechanical

o    Electrical

o    Electronics & Telecommunication

7.      Select examination centre.

8.      Upload the required photograph and signature.

9.      Capture the required live photograph.

10. Enter the details of an accepted Photo ID.

11. Upload/submit required supporting documents and category claims wherever applicable.

12. Pay the applicable ₹200 examination fee, if not exempt.

13. Review all information carefully.

14. Submit the application before 06 October 2026, 6:00 PM.

15. Retain the URN and Application Number for future communication.

Photograph & Signature

• Photograph and signature must be scanned in JPG format.
• Each file must be 20 KB to 300 KB.
• Signature must be made three times vertically on plain white paper using black ink.
• A clear live photograph is also required.

Special Category Certificates

EWS: Income & Asset Certificate must be based on FY 2025-26, issued on/after 01.04.2026 and by 06.10.2026.

OBC: OBC Non-Creamy Layer certificate must be based on income for FY 2025-26, 2024-25 and 2023-24, issued on/after 01.04.2026 and by 06.10.2026.

Important Instructions / Terms & Conditions

Application

• Application is online only.
• No other application mode is permitted.
• No hard copy/printout needs to be submitted to UPSC.
• Application cannot be withdrawn after submission.
• No correction/modification/alteration is permitted after submission.
• URN profile has a one-time edit facility, but changes do not affect applications already submitted.

e-Admit Card

• Admit card will be available online.
• It will not be sent by post.
• Candidates should check it carefully.
• Admission remains provisional until eligibility is verified.
• Candidates should maintain a valid and active email ID.

Examination Venue

• Entry closes 30 minutes before commencement of each session.
• Late entry is not permitted.
• Mandatory face authentication, identity verification and frisking will be conducted.

OMR / Objective Paper

• Use black ball pen only.
• Pencil and ink pen are not permitted for marking OMR.
• Incorrect Roll Number/Test Booklet Series encoding can result in rejection of the answer sheet.

Banned Items

Mobile phones, pagers, smart/digital watches, AI-enabled glasses, Bluetooth devices, cameras, electronic devices, pen drives, calculators in objective papers, books, bags and other prohibited articles are not allowed as specified in the instructions.

No safekeeping arrangement is provided and UPSC is not responsible for loss of valuable items.

Calculators

• Battery-operated non-programmable pocket calculators are permitted in conventional papers.
• Calculators are not permitted in objective papers.
• Sharing/interchanging calculators is not permitted.

Conventional Papers

• Answers must be written in the candidate's own hand.
• Conventional papers are answered in English.
• Illegible handwriting can attract deduction of up to 5% of maximum marks for written papers.

Unfair Means

Impersonation, fabricated documents, incorrect information, copying, obtaining question papers improperly, influencing examiners, using unfair means, possession/use of banned electronic devices and other specified misconduct can lead to disqualification/debarment and other legal or disciplinary action.
