Educational Qualification


A. Junior Clerk-cum-Copyist

Candidate must:

  • Have passed at least +3 Examination or an equivalent qualification from a recognized University.
  • Have passed at least Diploma in Computer Application from a recognized institute.
  • Be able to speak, read and write Odia and have passed an Odia test equivalent to M.E. Standard.

B. Junior Typist

Candidate must:

  • Have passed at least +3 Examination or equivalent from a recognized University.
  • Have Diploma in Computer Application from a recognized institute.
  • Possess a minimum speed of 40 words per minute in English Type Writing.
  • Fulfil the prescribed Odia language requirement.

C. Stenographer Grade-III

Candidate must:

  • Have passed at least +3 Examination or equivalent from a recognized University.
  • Have Diploma in Computer Application from a recognized institute.
  • Possess minimum speed of:
    • 80 words per minute in Shorthand
    • 40 words per minute in English Type Writing
  • Fulfil the prescribed Odia language requirement.

D. Salaried Amin

Candidate must:

  • Have passed Matriculation or equivalent examination from a recognized Board.
  • Have passed Revenue Inspector Training from a Government/recognized institution.
  • Possess knowledge of computer.
  • Fulfil the applicable common conditions regarding citizenship, age, Odia language, character, health, marital status, Employment Exchange registration, criminal proceedings and Government service/NOC.

Other Common Eligibility Conditions

Candidate must:

  • Be a citizen of India.
  • Be of good character.
  • Be of sound health and good physique and free from organic defect, bodily infirmity or communicable disease.
  • Not have more than one spouse living, if married.
  • Have registered his/her name in an Employment Exchange.
  • Have no criminal proceeding pending against him/her.

Government employees, temporary or permanent, can apply if otherwise eligible. They must inform their Head of Office in writing and obtain a No Objection Certificate (NOC).


Age Limit

Cut-off Date: 28 August 2026

Age Relaxation

Candidates securing 35% marks in each paper of the written test will be called for Computer Science Test (Practical), up to ten times the vacancies in each category.

Arithmetic: Vulgar fractions and decimals, HCF, LCM, simple and compound interest, simple and compound practice, percentage, profit and loss, mixtures, partnership, averages, rates and taxes, insurance, square and cubic measures, time and work, and time and distance.

General Knowledge: Current events and matters of everyday observation and experience expected from an educated person.

Computer Practical: Includes paragraph/text formatting, insertion of tables, printing/saving, file transfer, website searching/browsing/downloading, email, pen drive use, other software and accounting programs.

Viva-Voce: Tests suitability, alertness, general outlook and potential qualities.

Type Writing Test qualifying marks:

For each correct word in the typing test, 0.125 marks will be awarded. Wrong spelling, substitution/repetition of words and wrong punctuation are treated as mistakes.

Typing Skill Test

A passage containing 400 English words will be given. The candidate must reproduce it in type script within 10 minutes through computer system.

Pay Matrix is under ORSP Rules, 2017. Usual D.A. and other allowances are admissible from time to time as prescribed by the Government of Odisha.

The applicability of Odisha Group-C & Group-D Posts (Contractual Appointment) Rules, 2013 and the regular scale of pay are subject to the result of W.P.(C) No. 1273 of 2014, pending before the Hon'ble High Court of Orissa, Cuttack.

2.      Fill the application completely and sign it in full in the candidate's own handwriting.

3.      Affix a self-attested recent passport-size photograph in the prescribed place.

4.      Attach all required self-attested certificates/documents in the prescribed sequence.

5.      Government employees must apply through the proper channel and provide an NOC.

6.      Submit a separate application for each post if applying for multiple posts.

7.      Clearly mention the name of the post in CAPITAL letters with underline on the top of the application form and envelope.

8.      Send the application and enclosures by Speed Post, or deposit it in the Application Drop Box at the Registrar's office during office hours on working days.

1.      Self-attested HSC Board/equivalent certificate showing proof of age and mark sheet – applicable to all four posts.

2.      Self-attested +2/equivalent certificate and mark sheet – Junior Clerk-cum-Copyist, Stenographer Grade-III and Junior Typist.

3.      Self-attested +3/equivalent certificate and mark sheet – Junior Clerk-cum-Copyist, Stenographer Grade-III and Junior Typist.

4.      Self-attested Diploma in Computer Application certificate from recognized institute – Junior Clerk-cum-Copyist, Stenographer Grade-III and Junior Typist.

5.      Stenography course certificate covering Shorthand and English Type Writing – Stenographer Grade-III.

6.      English Type Writing Course certificate – Junior Typist.

7.      Revenue Inspector Training certificate – Salaried Amin.

8.      Certificate showing passing of Odia at least at M.E. Standard.

9.      Two original Character Certificates from two different Gazetted Officers/Medical Practitioner/Sarpanch etc., mentioning their name and designation.

10. Three self-signed recent passport-size photographs; one must be affixed on Form-A.

11. Three self-addressed envelopes, each bearing a ₹60 postage stamp, for dispatch of call letters by Speed Post.

12. Self-attested caste certificate for SC/ST/SEBC candidates.

13. Self-attested disability certificate showing percentage of disability, where applicable.

14. Self-attested certificate/identity card for Sports Person/Ex-Serviceman.

15. Self-attested valid Employment Exchange Registration Card.

16. Self-attested conversion certificate where grade marks instead of percentage marks were awarded.

17. Married candidates must submit a self-declaration that he/she does not have more than one spouse living.

18. Government employees must provide self-attested copy of No Objection Certificate from their employer.


Important Instructions / Terms & Conditions

  • Vacancies may increase or decrease.
  • Reservation for PWD, Ex-Servicemen and Sports Persons will be governed by relevant Government instructions/rules.
  • Such reserved candidates, when selected, will be adjusted against the category to which they belong.
  • If sufficient eligible female candidates are unavailable in a category, the vacancies may be filled by eligible male candidates of that category.
  • Exchange of reservation between SC and ST will not be considered.
  • The recruitment process may be cancelled at any time without prior notice, and the decision regarding examination results will be final.
  • Application without the applicant's full signature will be summarily rejected.
  • Defective, incomplete or non-compliant applications will be rejected.
  • In case of a large number of applications, the authority may shortlist candidates under the applicable recruitment rules.
  • Candidates may be shortlisted in a 1:20 ratio, category-wise, based on marks in descending order for appearing in the written examination.
  • Examination date will be communicated through Speed Post/official website.
  • Written examinations for all advertised posts will be held on the same day.
  • A candidate can apply for more than one post, but can appear in the examination for only one post, according to his/her choice.
  • If a candidate's qualifying certificate is found fraudulent, the candidate may be prosecuted even if already joined.
  • Candidates having grade marks must submit a conversion certificate showing equivalent percentage and conversion formula.
  • Caste Certificate, Odia Test Pass Certificate, PWD Certificate and Ex-Serviceman Discharge Certificate must have been issued by the competent authority within the last date fixed for receipt of applications.
  • Canvassing in any form will result in rejection of the application.
