Manipur State Selection Commission (MSSC) has issued Advertisement No. 02/2026 dated 22 July 2026 for recruitment of 80 Special Primary Teachers in the Education (S) Department, Government of Manipur, on a regular basis. The post is Group-C, Non-Gazetted with Pay Level-6. Candidates must satisfy citizenship, residency, language, educational qualification, RCI registration and TET-I requirements. Selection will be through a Computer Based Test (CBT) carrying 100 marks. Online applications can be submitted from 31 July 2026, 5:00 PM to 20 August 2026, 5:00 PM through the MSSC website. Educational Qualification

1. Senior Secondary Qualification

Candidate must possess:

10+2 or its equivalent with at least 50% marks from a recognized University/Board;

OR

10+2 or its equivalent with at least 45% marks from a recognized University/Institution/Board in accordance with the NCTE (Recognition Norms and Procedure) Regulations, 2002.

2. Special Education Qualification

D.Ed. in Special Education from an RCI-approved Institute and possess a valid RCI CRR number;

OR

D.El.Ed. with recognized qualification (Certificate/Diploma RCI) equivalent to D.Ed. in Special Education from an RCI-approved institution and possess a valid RCI CRR number.

The notification also refers to RCI's efforts to design and conduct such training programmes through its approved institutions for in-service/pre-service general teachers.

3. Cross-Disability Training

6 months training of teaching in cross-disability area in inclusive education.

If the proposed programme/course being developed by RCI as in-service training is not available, the same may be dropped from the qualifications, subject to the condition that candidates recruited with D.Ed. Special Education or equivalent qualification must compulsorily undergo the said training as soon as it is conducted.

4. Teacher Eligibility Test

Candidate must have passed:

Teacher Eligibility Test-1 (TET-1) conducted by the State Government or any other agency approved by NCTE.

Maximum Age: 38 Years

Age will be calculated as on the date of notification of the advertisement, i.e. 22 July 2026.

Examination Duration

75 minutes

For PwD candidates using a scribe, 20 minutes per hour extra time will be provided, making the total duration 100 minutes.

Provisional Answer Key & Objections

Provisional Answer Keys of the MCQ examination will be uploaded online as soon as possible after the examination.

Candidates will get 3 days to submit objections.

Mode of Objection: Online only

Objection Fee: ₹100 for each challenged question.

Objections will be referred to a team of experts. The decision of the expert team will be final and binding upon all stakeholders.

 Normalization & Tie-Breaking Rules

If the examination is conducted in more than one shift, marks will be normalized using the normalization formula adopted by the Manipur Staff Selection Commission.

In case candidates obtain the same score after normalization, the tie will be resolved in the following order:

1.      Total marks in the Computer Based Examination.

2.      Date of Birth – older candidate will be placed higher.

3.      Alphabetical order of names, if required.


How to Apply – Step-by-Step

Applications must be submitted online only through the link provided on the Commission's official website.

Only candidates sponsored by the concerned Employment Exchange are allowed to submit online applications.

Step 1 – Registration & Login

Register on the portal using parameters matching the candidate's Employment Exchange sponsorship credentials.

After registration, log in using the User ID and Password.

Step 2 – Fill Application Details

Enter profile details accurately, including:

  • Name
  • Date of Birth
  • Category
  • Language
  • RCI CRR status
  • Government Service NOC, if applicable

Step 3 – Upload Media/Documents

Upload:

  • Photograph
  • Scanned documents
  • Signature

Accept the mandatory qualification validation declaration checkbox.

Step 4 – Application Fee Payment

Confirm all details and pay the applicable fee through UPI/Net Banking/Card.

After completing the form submission, an acknowledgement receipt will be generated.

Applications submitted through any mode other than online will not be entertained.

Failure to produce original documents when required will result in cancellation of candidature.

No Objection Certificate (NOC)

All candidates already in service, other than casual or muster roll employees, must submit/upload a:

“NO OBJECTION CERTIFICATE”

It must be duly issued by the concerned Department/Authority for appearing in the examination.

e-Admission Certificate / Admit Card

Eligible candidates will be issued an e-Admission Certificate.

It will be made available on the MSSC website for downloading.

The schedule for downloading the e-Admit Card will be notified separately.

No Admission Certificate will be issued from the MSSC office or sent by post.

No candidate will be admitted to the examination venue without the required e-Admission Certificate.

Issuance of an e-Admission Certificate does not mean that the candidate's eligibility has been finally cleared or that information provided in the application has been accepted as true and correct.

The Commission's decision regarding a candidate's eligibility for admission to the examination will be final.


Important Instructions / Terms & Conditions

Candidates must ensure that they satisfy all eligibility criteria under the Recruitment Rules/Advertisement before applying.

Candidates must belong to the category entered in their application and must be able to prove it by furnishing certificates issued by the competent authority during document verification. Failure to do so will result in cancellation of candidature.

If payment details are not received from the bank, the payment will initially be treated as fictitious, and the application will be rejected. A list of such applicants will be made available on the Commission's website after the closing date. On receipt of documentary proof of genuine payment, the application may be revived if the candidate is otherwise eligible.

The Commission reserves the right to amend the notification in part or in whole.
