Educational Qualification

Junior Technical Officer (Sugar Technology):
Degree in Science/Engineering + Associateship in Sugar Technology or PG Diploma in Sugar Technology, with the prescribed experience.

Assistant Legislative Counsel:
Degree in Law + any one of the prescribed legal experience/qualification conditions.

Law Officer:
Degree in Law + 2 years’ relevant legal work experience.

Specialist Grade II (Junior Scale)-Cardiology:
Recognized medical qualification + D.M. (Cardiology) or equivalent + 3 years’ experience in the concerned specialty.

Age Limit

• Junior Technical Officer (Sugar Technology): 38 Years for OBC candidates. PwBD candidates are eligible for an additional relaxation of up to 10 years.
• Assistant Legislative Counsel: 40 Years for UR/EWS, 43 Years for OBC, and 45 Years for SC candidates. PwBD candidates are eligible for an additional relaxation of up to 10 years.
• Law Officer: 30 Years for UR and 33 Years for OBC candidates. PwBD candidates are eligible for an additional relaxation of up to 10 years.
• Specialist Grade II (Junior Scale)-Cardiology: 48 Years for OBC candidates. PwBD candidates are eligible for an additional relaxation of up to 10 years.

Pay Scale

• Junior Technical Officer (Sugar Technology): Level-10 in the Pay Matrix as per 7th CPC.
• Assistant Legislative Counsel: Level-11 in the Pay Matrix as per 7th CPC.
• Law Officer: Level-07 in the Pay Matrix as per 7th CPC.
• Specialist Grade II (Junior Scale)-Cardiology: Level-11 + NPA in the Pay Matrix as per 7th CPC.

Eligibility Criteria – General

The prescribed qualifications are minimum qualifications and merely possessing them does not automatically entitle a candidate to be called for interview.

If applications are large in number, UPSC may shortlist candidates using:

1.      Desirable Qualification(s).

2.      Higher educational qualification.

3.      Higher relevant experience.

4.      Experience before or after acquiring essential qualification.

5.      Experience even where no EQ/DQ experience is specified.

6.      Recruitment Test.

Candidates are therefore advised to mention all qualifications and relevant experience above the minimum requirements.

Age Relaxation

SC/ST/OBC/PwBD

General provisions stated in the PDF:

• SC/ST: up to 5 years
• OBC: up to 3 years
• PwBD: up to 10 years
• Candidates must produce prescribed certificates.

Ex-Servicemen / Commissioned Officers / ECOs / SSCOs

• Upper age relaxation: 5 years, subject to conditions mentioned in the advertisement.
• Ex-Servicemen must meet the specified minimum service condition.
• ECOs/SSCOs must meet the specified military-service/release conditions.
• Prescribed certificate is required.

Central Government Employees

• Up to 5 years.
• SC/ST Central Government employees: up to 10 years in reserved posts.
• OBC: up to 8 years in reserved posts.
• Generally requires 3 years' continuous Central Government service in the same/allied line or cadre.
• Prescribed certificate from employer is required.

PwBD

• 10 years additional age relaxation.
• SC/ST PwBD candidates can receive maximum up to 15 years including SC/ST relaxation.
• OBC PwBD candidates can receive maximum up to 13 years including OBC relaxation.
• Maximum age on closing date must not exceed 56 years.
• Applicable where the post is identified suitable for the relevant disability, whether reserved or not.
• Minimum disability: 40%.

Selection Process / Recruitment Process

The PDF describes recruitment as Direct Recruitment by Selection.

The process may involve:

1.      Online application.

2.      Computer-based shortlisting based on application information.

3.      Recruitment Test (RT), if conducted.

4.      Interview for shortlisted candidates.

If Recruitment Test + Interview are used, candidates must meet the required minimum suitability level at both stages.

Interview minimum suitability

Out of 100 interview marks:

• UR: 50 marks
• OBC: 45 marks
• SC/ST/PH: 40 marks

The minimum RT suitability level is decided by UPSC on a case-to-case basis.

RT/CRT Centres

If a Recruitment Test/Combined Recruitment Test is conducted, centres ordinarily include:

Ahmedabad, Bhopal, Chennai, Delhi, Dispur (Guwahati), Jaipur, Jammu, Kochi, Kolkata, Lucknow, Mumbai, Nagpur, Port Blair, Ranchi and Visakhapatnam.

For Ladakh posts: Leh, Kargil, Srinagar and Delhi.

Centres may be changed and candidates will be informed through UPSC website.

How to Apply – Step-by-Step

Step 1

Visit the UPSC online recruitment portal:

https://upsconline.nic.in

Step 2

Create an account on the Online Application Portal.

Step 3

Complete Universal Registration (URN).

Step 4

Complete the Common Application Form (CAF).

Step 5

Upload the required photograph and capture the live photograph as instructed.

Step 6

Upload signature:

• Sign three times, one below another.
• Use a plain white paper.
• Use black ink.
• Signature must be clear and legible.

Step 7

Complete the post/vacancy-specific fourth module for the desired post.

Step 8

Enter educational qualification, experience, category and other required details.

Step 9

Upload supporting documents/certificates against relevant claims.

Step 10

Pay the applicable ₹25 fee, if not exempted.

Step 11

Submit the application before 16-10-2026, 6:00 PM.

Step 12

After submission, retain:

• URN
• Application Number
• Final application printout.

The URN remains common/constant, whereas the Application Number is specific to the post/vacancy.

Documents Required

Candidates may be required to upload/support claims with:

1.      Matriculation/10th certificate or equivalent showing Date of Birth.

2.      Degree/Diploma certificate.

3.      Provisional certificate + all academic-year mark sheets if degree/diploma certificate is unavailable.

4.      Equivalence order/letter where an equivalent qualification is claimed.

5.      Experience certificate in prescribed format.

6.      Caste certificate for SC/ST/OBC reservation.

7.      OBC non-creamy-layer declaration in prescribed format.

8.      PwBD disability certificate.

9.      Name-change documents, where applicable.

10. Ex-Serviceman/ECO/SSCO age-relaxation certificate, where applicable.

11. Central Government employee age-relaxation certificate, where applicable.

12. Special age-relaxation certificate, where applicable.

13. Professional Registration certificate, where applicable.

14. Language/Publications/NET/GATE/Conference/Internship certificates, where applicable.

15. Documentary support for any other claim.

Experience certificates must specify duration, employment dates, basic/consolidated pay and nature of duties. Part-time, daily-wage, visiting/guest-faculty experience is not counted for shortlisting.

Documents in languages other than Hindi or English must have a duly attested transcript.

Photo ID Requirements

Candidates must provide details of one Photo ID, such as:

• Aadhaar Card
• Voter Card/EPIC
• PAN Card
• Passport
• Driving Licence
• Any other Photo ID issued by State/Central Government.

The same ID is to be used for future reference and should be carried when appearing for RT/Personality Test.

UPSC strongly advises using Aadhaar Card for easy verification/authentication.

Citizenship

A candidate must be:

• Citizen of India; or
• Subject of Nepal; or
• Subject of Bhutan; or
• Tibetan refugee who came to India before 1 January 1962 with intention of permanent settlement; or
• Person of Indian origin who migrated from specified countries including Pakistan, Burma, Sri Lanka, Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with intention of permanently settling in India.

Candidates under specified categories other than Indian citizens require a Government of India certificate of eligibility.

Application

• Candidates must check eligibility before applying.
• Wrong information can result in rejection and debarment.
• Applications are provisional until eligibility is verified.
• Candidates should apply well before the closing date.

Editing/Withdrawal

• Applications cannot be withdrawn after submission.
• No correction/alteration/modification is allowed after submission.
• One-time URN profile editing facility is available, but changes will not apply to already-submitted applications.

Candidates must provide a correct and active email address because UPSC correspondence, including interview schedule and document requirements, will be communicated through email and UPSC website.

Printout

After submission, candidates should take a printout of the final online application.

The printout does not have to be sent to UPSC by post or by hand. It must be brought if called for interview.
